விரிவான ஆலோசனையின் மூலம் தயாரிக்கப்பட்ட "தேசிய ஊடகக் கொள்கையின்" மேம்படுத்தப்பட்ட வரைவினை அமைச்சர் மற்றும் பிரதியமைச்சரிடம் கையளிக்கும் நிகழ்வு

நீண்டகால மற்றும் விரிவான ஆலோசனைச் செயல்முறையின் பின்னர் தயாரிக்கப்பட்ட "இலங்கையின் தேசிய ஊடகக் கொள்கையின்" மேம்படுத்தப்பட்ட வரைவானது, (Advanced Draft) இன்றைய தினம் (14) சுகாதார மற்றும் வெகுஜன ஊடக அமைச்சர் வைத்தியர் நளிந்த ஜயதிஸ்ஸ மற்றும் வெகுஜன ஊடகப் பிரதியமைச்சர் கலாநிதி கௌசல்யா ஆரியரத்ன ஆகியோரிடம் வெகுஜன ஊடக அமைச்சின் கேட்போர் கூடத்தில் வைத்து உத்தியோகபூர்வமாக கையளிக்கப்பட்டது.

வெகுஜன ஊடக அமைச்சினால் நியமிக்கப்பட்ட சுயாதீன பல்தரப்புப் பங்குதாரர் குழுவொன்றினால் தயாரிக்கப்பட்ட இந்தக் கொள்கையானது, 2023 மே மாதம் முதல் 2025 டிசம்பர் வரையான இரண்டு ஆண்டுகளுக்கும் மேலான காலப்பகுதியில் நூற்றுக்கணக்கான பல்வகைப்பட்ட பங்குதாரர்களின் பங்களிப்புடன் உருவாக்கப்பட்டுள்ளது.

இந்நிகழ்வில் கலந்துகொண்டு உரையாற்றிய சுகாதார மற்றும் வெகுஜன ஊடக அமைச்சர் வைத்தியர் நளிந்த ஜயதிஸ்ஸ, இலங்கையில் பல துறைகளுக்கு கொள்கை ரீதியான தேவை இருப்பதை மக்கள் போராட்டமானது (அரகலய) சுட்டிக்காட்டியுள்ளதாகவும், அதற்கான கொள்கைகளை உருவாக்கும் பணிகள் தற்போது அமைச்சு மட்டத்தில் இடம்பெற்று வருவதாகவும் தெரிவித்தார். அத்துடன் இந்த ஊடகக் கொள்கையானது வெறுமனே அமைச்சின் கொள்கை மட்டுமல்ல எனவும், அமைச்சு இந்த பணிக்கான வசதிகளை மட்டுமே செய்து கொடுத்தது எனவும் அமைச்சர் வலியுறுத்தியிருந்தார். அனைவரும் ஏற்றுக்கொள்ளக்கூடிய இவ்வாறானதொரு கொள்கையை சுயாதீன பல்தரப்புப் பங்குதாரர் குழுவொன்று தயாரிப்பது ஒரு வரலாற்றுச் சிறப்புமிக்க பணியாகும் எனவும் அவர் சுட்டிக்காட்டியிருந்தார். மேலும், ஊடக சுதந்திரம், ஊடகவியலாளர்களின் தொழில்வாண்மை மற்றும் குடிமக்களின் தாக்கம் குறித்தும் வெகுஜன ஊடக அமைச்சு விசேட கவனம் செலுத்தியுள்ளதாகவும் அமைச்சர் தெரிவித்திருந்தார்.

இதன் ஆரம்ப வரைவானது, (Zero Draft) 2023 ஆம் ஆண்டில் வெகுஜன ஊடக அமைச்சினால் நியமிக்கப்பட்ட 23 உறுப்பினர்களைக் கொண்ட ஆரம்ப வரைவுக் குழுவின் மூலம் 2024 ஜூலை மாதத்தில் தயாரிக்கப்பட்டு சமர்ப்பிக்கப்பட்டது.

தற்போதைய அரசாங்கத்தால் 2025 ஆம் ஆண்டின் முற்பகுதியில் மீண்டும் நியமிக்கப்பட்ட 28 உறுப்பினர்களைக் கொண்ட பல்தரப்புப் பங்குதாரர் குழுவினால் இந்த மேம்படுத்தப்பட் வரைபைத் தயாரிக்கும் செயல்முறை மேலும் விரிவுபடுத்தப்பட்டது. அதன்படி பொதுமக்களின் கருத்துகளைப் பெறுவதற்காக, 2025 ஜூன் மாதம் முதல் அமைச்சின் இணையதளத்தில் ஆரம்ப வரைவை மும்மொழிகளிலும் வெளியிடுவதற்கு நடவடிக்கை எடுக்கப்பட்டது. மேலும், வெகுஜன ஊடக அமைச்சு, தெற்காசிய ஊடகப் பெண்கள் அமைப்பு (SAWM) மற்றும் சுதந்திர ஊடக இயக்கம் (MMM) போன்ற அமைப்புகளின் ஒத்துழைப்புடன் கொழும்பு, கண்டி, புத்தளம், திருகோணமலை மற்றும் யாழ்ப்பாணம் ஆகிய பிரதேசங்களை மையமாகக் கொண்டு சிவில் சமூகப் பிரதிநிதிகள், ஊடகவியலாளர்கள் மற்றும் பெண் செயற்பாட்டாளர்களின் கருத்துகளைப் பெற்று இந்த பணிக்கான மக்களின் பங்களிப்பு அதிகரிக்கப்பட்டது.

இந்நிகழ்வில் அரசாங்க தகவல் திணைக்களத்தின் பணிப்பாளர் நாயகம் திரு. ஹர்ஸ பண்டார, வெகுஜன ஊடக அமைச்சின் பணிப்பாளர் (அபிவிருத்தி - வெகுஜன ஊடகம்) Ms. நெலும் தில்ஸாரி உள்ளிட்ட அரச அதிகாரிகளுடன் தேசிய ஊடகக் கொள்கையை வரைந்த நிபுணர் குழுவின் உறுப்பினர்களும் கலந்துகொண்டனர்.

Advanced Draft of the “National Media Policy,” Formulated Through Extensive Consultations, Presented to the Minister and Deputy Minister.

Following a comprehensive, long-term consultation process, the Advanced Draft of the “National Media Policy of Sri Lanka” was officially presented today (14) to the Minister of Health and Mass Media, Dr. Nalinda Jayatissa, and the Deputy Minister of Mass Media, Dr. Kaushalya Ariyarathne, at the Ministry of Mass Media auditorium.

Prepared by an independent multi-stakeholder committee appointed by the Ministry of Mass Media, this policy framework was formulated with the contributions of hundreds of diverse stakeholders over a period of more than two years, from May 2023 to December 2025.

Speaking at the event, the Minister of Health and Mass Media, Dr. Nalinda Jayatissa, stated that the people’s struggle (Aragalaya) highlighted the urgent need for comprehensive policies across multiple sectors in Sri Lanka, and that the formulation of these policies is currently underway at the ministerial level. 

The Minister emphasized that this media policy does not merely belong to the Ministry; rather, the Ministry’s role was strictly to facilitate the process. He pointed out that the drafting of such a unanimously agreeable policy by an independent multi-stakeholder committee is a historic achievement. Furthermore, the Minister noted that the Ministry paid special attention to media freedom, the professionalism of journalists, and the impact of citizens throughout this process.

The Initial Draft (Zero Draft) of this policy was prepared and presented in July 2024 by an initial drafting committee comprising 23 members, which was appointed by the Ministry of Mass Media in 2023.

The process of preparing this advanced draft was further expanded by a multi-stakeholder committee of 28 members, reappointed by the current government in early 2025. As part of this, steps were taken to publish the initial draft in all three languages on the Ministry's website starting in June 2025 to gather public feedback. 

Moreover, public contribution was enhanced by gathering views from civil society representatives, journalists, and women activists. This was conducted across regions centering on Colombo, Kandy, Puttalam, Trincomalee, and Jaffna, in collaboration with the Ministry of Mass Media, South Asian Women in Media (SAWM), and the Free Media Movement (FMM).

The event was attended by government officials, including the Director General of Government Information, Mr. Harsha Bandara, and the Director (Development - Mass Media) of the Ministry of Mass Media, Mrs. Nelum Dilshari, alongside members of the expert committee that drafted the National Media Policy.
